tctv2 was set up in 1995 as a feature of the Franchise Agreement between a consortium of local governments and C-TEC Cable Company. A lot has changed in the past several years, but the basics remain in place: tctv2 is governed by the Cherry Capital Cable Council (the 4C's). This is the body that oversees the agreement between the local cable company and the local governments concerning cable television issues.

The 4C's have set up a subcommittee to deal with issues specifically relating to PUBLIC ACCESS TELEVISION (called the Subcommittee). The Subcommittee makes recommendations to the full 4C's council about Public Access issues, but they can not override 4C's rules.

Additionally, the 4C's have contracted with the Traverse Area District Library to provide administrative services and oversee the actual day-to-day operation of the public access resource.

Finally, the Coordinator and staff of tctv2 make procedure decisions relating to the smooth operation of tctv2.
