tctv2 exists because the Cherry Capital Cable Council provided for public access in its franchise agreement between Charter Communications and a consortium of local governments. The Cherry Capital Cable Council (the 4C's), among other things, oversees public access in the Grand Traverse area, and determines the rules that tctv2 operates under.
The 4C's is made up of a representative from each of the governments in the 4C's.
